You'll need your parent's permission to get a piercing if you're 16. Of course they can make you remove it, they're your parents. Obviously, they can use whatever method they choose- grounding you, no allowance, whatever your typical punishment is. If you get it done in a shady shop without their permission, you're showing that you're irresponsible and not ready for a piercing anyway.
