Your ears aren't really closing up... They are filling with oil, skin particles and other debris which comes out looking like a white goop. If you have your ears re-pierced you should go to a professional piercer (mall guns are bad) and have them do it with a needle. It's not necessary to have them repierced in your situation, but you may benefit from it.

Your piercing is an open wound. If you don't keep something in it to keep it from healing then it will close up and you will have to get another piercing. Even after they've healed your skin is constantly making new skin cells, so if you leave your earrings out for a couple of months your skin will fill up the hole with new skin cells and it will close up again.

Well it won't close up so much as actually shrink, then if over time (months and months) the piercing may close however, if the piercing is over a year old it closing may be doubtful.
If you got your ear lobes pierced keep the same earrings you got them pierced with in for 6 weeks and then take them out and put in any other pair you want except for dangle earrings (you can't wear those for 1 year) and wear those for 6 months to insure that the hole will stay open. Yes it is. To increase the chances, use BioOil, emu oil, Vitamin E oil, or jojoba oil to massage the ears and close the piercing. I wouldn't get them repierced until she is older because when babies get their ears pierced, they usually shift and become uneven because their bodies grow so much. Its a better idea to use stickers or clip-ons and she can get them pierced when she's ready :D
Only a couple of months, once the tissue is seasoned it will not shrink down and you will need to get medical intervention in order to have the piercing close. (lancing)
