There could be a number of reasons. However the most common is that it is low of refrigerant. You can check the low side PSI level to help determine if you should add more refrigerant. well being that car is a 1976, it is very possible that the car doesnt have A/C and only has a "cold" air selction which is usually not very cold. I would check under the hood and see if there is an A/C compressor
