I have a 1992 Chevy Lumina Z34, I had this problem, I bought new handles online, they aren't very expensive and are typically easy to install. If you have a coupe, what happens is that them door are so heavy that over the years they put alot of pressure on the handles mechanisms that they wear out and somtimes break completely, especially in winter. I suggest taking a look at the inside of the handle and inspect the inside. If the lever mechanism doesn't push the rod down correctly, you can either Mickey Mouse it or just buy a new handle somewhere.

Try checking for a child lock. If it's on, it'll keep the door from being able to be opened from the inside. Happens in our car all the time.
when you lock a car door it can not be opened from the outside, ( unless it is picked ), when you double lock it you can not open the door from the inside in the event of someone breaking a window to gain entry.
