Sounds like distemper
Well if its foaming at the mouth....it probley ate something it wasnt supposed to....and about the watering eye....it could be an eye infection...cats can get eye infections verry easily. Maybe you should go see a vet.

one is distemper, it makes the cat seem drunk (which are like the symptoms (also i think foaming at the mouth)) it can spread...sadly... if i was helpful please recommend me :) thnx!

Seeing my cat foam at the mouth after giving him some medicine would make me think I shouldn't have given the medicine to the cat. People medicine and animal medicine are not the same.
Rabies symptoms are: Thirst, wild actions, will scratch whomever touches them, may race around the house uncontrolled or attacking anyone near them and foaming at the mouth. If your cat has had it's rabies shots then it's not rabies. If your cat has been outside a lot and has not had their shots it could well be rabies or they have gotten into a type of poison. Be sure they are not vomiting up (generally yellow and may have bits of green in it which could be grass or plants and they do this if they have a fur ball so they will vomit.) Foaming (generally clear and white froth) at the mouth can also be a sign of diabetes or other diseases so it's extremely important you get your cat into the vet immediately! Don't wait!
You should keep checking on her and see if her behavior is still nasty. If she continues to behave like this, i would take her to the vet. If she didnt get her shots, she could have rabies, that is if she is also foaming from the mouth.

Only if the cat had just licked it's paw. Rabies is transmitted through the saliva. I'm pretty sure the skin has to be broken, though. But be careful!! You could get cat scratch disease from it. Oh and keep in mind that the cat must have rabies to transfer it. It will be foaming from the mouth and be acting very hostile towards you.
