That requirement is not true of all jurisdictions. In many areas you can mix onsite if you wish. There may have been lobbying by environmental groups or even cement companies to cause this requirement in your area. The point is why would you mix onsite? Unless you have a very small job or great distance to transport the cement to the job, it is more efficient, cheaper, and cleaner to use ready mix. It is cost effective. Some construction site require site mixing just to save time and money.
