Some of these fans will not engage until the heat sensor gets to a certain temperature. The engine needs to be hot for the fan to come on.
A Chrysler Cirrus does not have a mass airflow sensor.

There was no 1990 Chrysler Cirrus. Look on the intake manifold or hoses for the intake temp sensor.
First, the clutch won't engage if the refrigerant level is low. Start there. Next, check the sensor at the receiver/dryer.
The fans don't run all the time, it only goes on when the engine determines it is necessary. Thus, you could have replaced all of the above, but unless the engine is hot enough to need it, the fan won't run.
The fuel level sensor is on the fuel pump module in the tank.
Mine is a '95. I was told it was the MAP Sensor. I changed it today and it helped, but did not fix it completely. Maybe it could be the other sensor beside it, too. I think it's the temp.cooling sensor. When I find out exactly what it is, I will let you know.
No.No.
It is inside the distributor. You have to replace the distributor to service the cam sensor.
Check the crank sensor. I had a 98 cirrus that wouldn't start and that was the problem
