Check the crank sensor. I had a 98 cirrus that wouldn't start and that was the problem
Check to see if your vehicle jumped timing.
It is a non serviceable part of the distributor. The distributor will need replaced if the cam sensor has failed.
Try an engine heater or an oil heater. These are both inexpensive.
What has been working for me is to spray plug wires with WD40. Other than that you may want to replace plug wires. I have 300K on mine so the cheap fix is where it's at.

The EGR valve contributes to hard or rough start, and will probably indicate the beginning of the stalling issues to come. Check for humidity in the distributor cap. Most Hondas had a gasket that was at the base of the distributor and they can dry and crack with age, or not be replaced during a routine tune-up.
Check your neutral safety switch on the transmission. It is either loose or out by a hair, that is why it work only some times.
Because your starter is going bad. You will need a new starter soon!
