I think the missi dominici were men sent out by (originally) Charlemagne. They were sent out to make sure the rulers under him were carrying out his will. Missi dominici was the name given to the officials commissioned by the Frankish kings and emperors to supervise the administration of their domains. Their institution dates from Charles Martel and Pippin the Short, who sent out officials to see to it that their orders were executed. When Pippin became king in 754 he occasionally sent out missi; but Charlemagne made them a regular part of his administration.
Charlemagne's Missi Dominici were royal officials sent out in pairs to administer justice, supervise local authorities, and inspect administration. They were assigned to different regions of the empire to ensure the king's laws were being upheld and to maintain order.
Charlemagne sent the missi dominici, or royal envoys, throughout his kingdom to ensure the enforcement of his laws, maintain communication with local officials, and collect information about the conditions of his empire. They acted as his representatives to oversee governance, justice, and administration in the various regions of the Carolingian Empire.

Charlemagne did not give much choice to those he conquered in northern and eastern Germany and in Slavic areas. Part of his mission was to Christianise them. He sent missionaries to convert them. He put his relatives and other Frankish aristocrats (counts and margraves) in charge of the conquered areas and created the missi dominici, who were imperial officials who travelled around the empire to announce Charlemagne's laws, acted as judges in court cases and sometimes raised armies.
