Unless the fan clutch is bad just remove it with the water pump. Otherwise it is a 36mm fan clutch wrench that most auto parts stores have for rent.

When the bail for the the blade clutch is pulled back, against the force of the return spring, the blade is engaged with the engine crankshaft allowing it to spin. When the bail is released, the spring snaps back and the clutch disengages the blade from the crankshaft and stops the blade.
Remove the two bar nuts on the right side of your saw. Remove Bar cover, bar and chain. Remove the clutch, it is right handed thread. Remove the drive sprocket and replace. You will need a special tool for removing the clutch or make one. The clutch is reverse thread, you will have to turn it counterclockwise as you are looking at the clutch. you will need a special tool for the clutch and a piston stop to screw in the sparkplug hole so the crank will not turn. Sometimes you can activate the blade brake and take a brass punch and a hammer and put it on the outer edge of the lip on the clutch and smack the punch with the hammer and it will break free, and then do the opposite direction to tighten the new clutch back up.

how do you remove a fan blade from a 1998 ford explorer
First unplug the fan. Second remove the bolts on the out side of the plastic fan shroud, the motor and fan blade are connected to this then remove the whole unit out of the car. Then remove the bolt that's connecting the fan blade to the motor, these bolts usually are reverse threads to you have turn the bolt to the right to remove it. i know it sounds crazy. Then the motor should come free of the plastic shroud and the blade. finally reverse the steps.
Remove the black cap at base, remove nut, then gently pry up from under the arm this can be a pain but be careful the splines are made to strip to avoid damage to the transmission arms.
