What you're describing sounds a lot like a sticking thermostat. They're cheap, just replace the thermostat and gasket.
cooling fins are used to cool down the engine by having the cool air pass through the fins which gets transferred down to the engine, so on a motorbike like all other engine's the cooling fins cool down the engine.

I have a 1990 Lumina Euro and my starter is right down at the bottom of the engine in front of the car. If you get down under the bumper you can see it. Actually you can see it if you have some good light under the hood. Just raise the hood and look straight down between the engine and the cooling fans. Hope this helps.

In a 2001 Chevy Tracker, the coolant flows through the radiator from the top to the bottom. The hot coolant from the engine enters the radiator at the top, where it dissipates heat as it moves down through the radiator tubes. Once cooled, it exits from the bottom of the radiator and returns to the engine to continue the cooling cycle.
