Defined as high beams at 50% voltage. There is a relay and a diode under the hood, both in the UBEC (fuse box). If they are broke leave them broke. If they work, disable them by removing the diode. The dim lights are mistaken by other drivers as normal intensity lights that are farther away. People will be pulling out in front of you, when you are closer to them than they think you are.

You don't unless you are parked with the engine running. If you are parked and you want the engine running but don't want the daytime running lights on just shut the car off and set the parking brake then start the car back up. The lights should remain off until you release the parking brake.
