The most likely culprit is called the "multi-function switch" located on the steering column, basically your turn signal arm. It controls your turn signals, wipers, high beams as well as cruise control if you have it. The whole unit is pretty expensive new and requires some serious labor to change it out, (removing entire dash, as well as the steering wheel and airbag unit) but it's worth it! If you are on a budget and willing to gamble, a local salvage yard should be able to set you up with one for considerably less money.
