A 400 small block can run from 350hp to 400hp just depends what your running with it.
There is no such thing as a small block or big block Pontiac. Outside dimensions are all the same from the 326 all the way up to the 455. The only real difference in the blocks is the size of the mains. The 326-400 run a 3" main...while the 421-455 run a 3.25" main. If you are "comparing" it to say a small and big block Chevy.....dimensionally it falls in the middle.

195 to 210 degrees is just fine...
If its the standard height, nothing. If they are screw in studs with tall nuts, then you will need tall valve covers.

It would bolt in, however, that entire vehicle is run by computer, and would not even start, without completely rewiring it, even if you could get by the smog laws you would be breaking by doing this.
A 402, is a 396, .030 over. With a thinner cylinder wall, it will heat up a little faster, and higher. Cylinder head warpage occurs around 230, or 240. Your motor should never run this hot on a consistant basis. 180, to 200 degrees should be the normal operating temp.
Hey Andrew==It isn['t uncomon for the engines to run 235-240 deg nowdays. Make sure the cooling system is in good condition and the cap is holding the proper preasure. GoodluckJoe
