Best Answer

During the period of the Roman Republic (509-27 BC) the two annually elected consuls were the heads of the Republic and of the army. The praetors, who were also annually elected, were also given the power to command an army from the Second Punic War on (218-201 BC) as the Romans needed to raise more legions to fight this war and therefore needed more military commanders.
