SRS modules tend to go bad, just to the right of the throttle pedal, under a plastic cover... that is, if you're talking about the light being on, or it could actually be an airbag...

When airbags deploy on a Honda Civic the SRS system is alerted. This will not allow the car to properly start. The SRS system will need to be properly reset.

The SRS (supplemental restraint system) is your airbag system. The the should light up when you start your car and go away after a few seconds. If it stays on, there is a problem with the system. You should probably take it to a certified Honda mechanic or a Honda dealership

The SRS light on a 1995 Honda Civic can be reset by jumping the wire clip. Unplug the SRS wire clip found under the dashboard. Take two wires and insert them into the clip. Tie the wires together and turn the car on and off twice. This will reset the SRS system.
The SRS control unit is found behind the center console on a 2002 Honda Civic. Removing the center console will show the unit which will be mounted to the floor of the car.
