To clean grime out of your pool, you can simply pressure wash it. Pressurized water can easily remove embedded dirt on cement. It would also be best if you use a Pressure Washer Surface Cleaner, it spreads the water pressure using twin rotating outlets allowing you to get an even clean for large areas such as your pool deck.
