The Japanese aerial attack on the USS Panay worsened Japanese-American relations and were an unprovoked military attack. The USS Maine explosion was probably caused by ship design and a coal bunker fire but were a Cause Celebre encouraged by Yellow Journalism which led directly to war (Spanish-American War).

Both created a battle-cry (Remember the Maine & Remember Pearl Harbor & Remember the Arizona) in America and a call to arms (A demand for war).

But they were entirely different: Spain didn't sink the Maine, but Japan did bomb Pearl Harbor & Japan did sink the Arizona. Spain didn't want to fight the US, but Japan was looking for a fight. Spain surrendered after only 6 months (or less), Japan gave US a run for our money!

Note: The battleship USS Maine was sunk by an accidental coal bunker explosion. Coal emits gases and her coal bunkers (warships from 1883 up through the Russian/Japanese War of 1904-1905 used coal to power their engines) accumulated explosive gases which somehow accidently ignited. This was a common problem for all modern navies from the 1880s into the early 1900s. The Maine wasn't the only one that exploded; just the only one that led the US into war with Spain.
