Illinois was a part of the Northwest Territory until 1809. It was on February 3, 1809 that it was established as the Illinois Territory by the10th United States Congress.
It was just land, I guess... Congress established the Michigan Territory in 1805. William Hull was the first territorial governor and the capital of the territory was Detroit.
They could have voted to deny the request to purchase, which they did. Ultimately, however, there were not enough votes to deny (a majority voted against denying the purchase) and the territory was purchased.
Congress can pass a joint resolution revoking an executive agreement.

Thomas Jefferson sent Lewis and Clark to explore the new west after the acquisition of Louisiana Territory. He doubled the size of the US during his presidency.
The Compromise of 1820 was between the pro-slavery and anti-slavery factions in the United States Congress. It prohibited slavery in the former Louisiana Territory.
