congress has time to provide only general outlines for public policy
because the president is the president who else would do it for him?
Authority should be delegated especially if a leader is leading a huge mass of people. Delegation of authority is very important because it helps a given government easier administration.
Because the cabinet and the president personally work together on a regular basis, so cooperation is ensured if the president has the authority in this instance.
A tribal court hears cases based on inherent and delegated powers. Inherent powers are the powers that congress is assumed to have because they result logically from the powers expressly listed in the U.S. Constitution. Delegated powers are powers specifically granted to congress by article I, section 8 of the constitution.
Yes. Authority of passing a bill is denied to congress because the power goes to house of representatives.
No, not generally. The President has no legal connection to Congress. A president whose party gets a big majority in Congress has a lot of say over Congress, but it is mo tly because of respect or of party demands. Every President has some power over Congress because of the veto and because of appointments, but when the Congress is from the opposing party, his power over them is rather limited.
According to the Constitution...The President does not have any power to declare war. That power was given exclusively to the Congress. This was meant to keep the President in check. If that power was given to or allowed to be executed by the President, he would become a Dictator in due time, once he realized the power he had. He could declare a war, attack anyone he chose with his army, and take over the country/world.The President can ask Congress for a Declaration of War, but the Congress is supposed to vote on declaring that war or not.Unfortunately these days the whole process works backwards, only because "we the people" let it happen. The President attacks a country, then asks Congress to declare the war. He gives himself controlling powers that were not delegated to him by the Constitution.Sounds like the beginning of a dictatorship to me!
there are more members of congress
It is important that the President and Congress work together because without them working together they cant make good decisions, because what they both do involves each other, and they have to work together to make a good decision. The president has to work with Congress, like Congress has to work with the president. No, a) because the President only signs Laws that first have been approved by both Houses of Congress and b) because the right of veto is specifically one of the powers of the President. The President has however means to make decisions independenly of Congress. Congress cannot veto them, but it can withold funding for them.
there are more members in congress
Because the congress controls and tells what the president has to say or do.
Because it will make the President and Congress compete for power
