The presidents role as commander and chief has changed significantly as restrictions have been put in place so he can not use the army as he pleases. He now can only send out limited number of troops with consented permission without declaring war, the act of declaring war can only be granted by congress. An example of this would be the Vietnam conflict.

Yes. Only Congress can officially declare war, and only congress can authorize funding of the military. However, Presidents can authorize military action/deployment without the consent of Congress. It is then left to congress to either support the President's decision by funding the deployment and/or declaring war, or not.
