Because it is said to be true by Chinese legends and myths, but the archeological evidence for it is too sparse to be proof.

The Xia lived in China. The Xia Dynasty covered a 500 year period of time about 2000 BCE. There seems to be archaeological evidence that the rulers lived in palaces in the areas they ruled, but evidence of the dynasty has not been corroborated by finding any relevant written records from the time periods allocated to the Xia Dynasty and its dominions. For more information about the Xia Dynasty, see Related links below this box.
The Xia dynasty is considered the first dynasty in Chinese history, but there is limited historical evidence about it. According to legend, the Xia dynasty established a centralized government, developed irrigation systems, and contributed to the early development of Chinese civilization. However, these achievements are largely based on myth and archaeological evidence is scarce.
Inscriptions on BRONZE LOVING CUPS are the only contemporary written sources to survive from the period of the Zhou dynasty.
It is hard to say because there is slim evidence that there that around 2000 B.C., a dynasty called the Xia (pronounced Syah) existed. Some historians do not believe this dynasty was ever real and only a myth. I think the Xia dynasty was real so speaking from my point of view, the Qin (pronounced Chin) dynasty was the fourth. But if you don't think the Xia dynasty existed than the Han dynasty is the fourth.
