Replacing the actual part is not always going to fix a problem. The cooling temperature sensor may stop working if the wiring, to and from it is burnt out, and if the fuse is broken.
Range is the difference of cooling water inlet and cooling water outlet temp
It's thermo controlled, when temp falls below a certain point-it will. That's normal.

If the temperature gauge is rising when you stop at traffic lights then your electric cooling fan is not running. Most likely need a new temp. switch for the fan.
