An ionic compound is formed when a metal and a non-metal bond together.

Both F and Cl are non-metals, therefore FCl is a covalent bond.

I am, however, not sure as to whether FCl is molecular or network

Since chlorine and fluorine are both nonmetals with an affinity for electrons (or in other words, they have a high electronegativity) they could not form an ionic bond, but could form a covalent bond. It takes a metal and a nonmetal to form an ionic bond.
