I had the emergency brake light (and its annoying buzzer) stuck open (on) The switch is located at the top of the emergency brake release pedal in the car. To try to reach it, I took out the cars computer and some wiring, still could not reach it. So I took a long narrow bladed knife and by reaching past the e-brake pedal while applied (down) I was able to cut the wire to the switch. No more annoying buzzer, but now I have to fully apply the brake so I remember to release it when I leave.
The only way you can completely turn off the headlights is to push in the emergency brake slightly, then start the truck and leave the emergency brake on the slightest setting, and the running lights will stay off. Obviously the brakes will be slightly engaged, but you can adjust the emergency brake so the first click doesn't engage the brakes.
You can only turn off the headlights by applying the emergency brake. When the emergency brake is on, the headlights will not light. Otherwise the best of my expererience is that they are on all the time. If you have remote start, put the emergency brake on before you leave the vehicle and when you remote start it, the headlights will not be on, but the driving lights (if switch is on) will be on as well as the parking lights.

You should always leave a letter or note if you must leave in an emergency. This is so that everyone knows what happened to you.
While the Rav4 is turned off, pull the emergency brake up one click and then start it up. This will leave the running lights off and the emergency brake will not be engaged when it is pulled up only one click.
A landlord cannot make you leave your dwelling or threaten to have you arrested if you don't, without proper due process (court proceedings). A state of emergency does not give the landlord - in most states - any special privileges or rights.

You would have to get special permission from your parole officer and they will have to put it through the judge, depends on how good your reason is.
