A smokestack scrubber is basically a series of filters (made from a specific type of algae) that consumes the carbon in the emissions, and releases only oxygen (or at least considerably less carbon dioxide) by the end of the smoke stack. The efficiency of this being used in cars would be extremely low, as it wouldn't even dent the amount of carbon being released (due to the relatively shorter, and smaller pipework of a car vs. a smoke stack)
Filtration through different means, however, could be possible, but such designs would take decades to develop. It would be a lot better if people would just accept hydrogen power as the primary fuel type.
