No it is not possible because the cells make the tissue The cells get so clumped up it form tissue which is called skin just by rubbing your arm your taking of dead cells off the top layer and more comes up

No organs are made up from tissues. Single individual cells have strucutures in them caled organelles which are the cellular equivalent.

Organs are, by definition, a collection of tissues. Even small glands are made of epithelial tissues. To answer more directly, no, they cannot.
