It depends on what website you use to make the banner. You usually need to save it to your computer pictures. Then I go to tinypic.com to put the picture in there to get the coding to put in the presentation or for forums then copy the code and paste it.
To make a banner, you could go to a website. I would search on Google banner making sites and many pop up. One that is free is Bingee and picnik. Picnik is leaving in April though.
Copy the HTML code from mybannermaker, go to your profile > edit > HTML mode > paste in the code and save
There are some people on Howrse that could make banners for you, but all it takes is just some asking around on the forums there.

howrseinfo.com will tell you everything you need to know about installing banners and stuff.
I am pretty sure that you need to check howrse on doing that because you are not allowed to post any links that are not other than howrse.
Go to your home page, scroll down to the advertising banners at the bottom of the page and click on the Treats one.
