Probably Gandalf because of wisdom. And Dumbledore doesn't have it in him to kill whereas Gandalf does it on a regular basis + he has a sword :)Gandalf is a Maia, a minor god or angel. And if you put Dumbledore against Gandalf in his limited "Gandalf the Grey" form, and Dumbledore could somehow kill that body, that would just set the Maia Gandalf free to use all of his power and knowledge again.Gandalf would win, he's immortal. When Gandalf calls Denethor a steward, he is referring to the fact that Denethor and his family are merely caretakers of the throne, and have no legal claim to it; that they are waiting for the King (Aragorn) to return, and claim his throne. Essentially, Gandalf is reminding Denethor that he is merely a figurehead and a servant of the King.

Although Merry didn't know it, the sword he wielded had been specifically created to fight the Witch-king. The barrow-blade, a Dúnedain dagger, had been created during a war against the Kingdom of Angmar, founded by the Witch-king. In the cinematic adaptation, Merry actually loses his original blade, and is simply armed with a Rohirrim shortsword. He is still able to injure the Witch-king due to the strict wording of a prophecy, that he could not be killed 'by the hand of Man'. Though the Witch-king believed it meant 'by a human', it turned out to mean male humans, as he was wounded and then killed by a hobbit and a human woman.
