I suppose that depends on what you consider a monster. He does have reign over all souls demi-gods, and beings within the Underworld.
And daemons (not demons) are messengers between the Gods and mortals, as a God I am sure he can control them to some degree.

"Percy Jackson himself." The Greek gods didn't "control" monsters the way they show int he movies. MOst of the monsters in Greek myth were the children of Thypon and Echidna. They were usually intelligent to a degree and servants to no one. The only Monster generally associated with Hades was Cerberus (Kerberos), whom he EMPLOYED to guard the entrance to the Underworld. Since Cerberus only had a craving for living meat, the spirits could come in as they pleased, but mortal men could not.
