Yes this is very likely. All it would take is a ecosystemal change that makes sharks and dolphins develop a form of mutualism. Over time they will evolve mutually together as their enviroments change and it is no great stretch to think that they will one day try to have sex and it will work.

No. A shark is a fish and a dolphin is a mammal. The two species cannot interbreed.
