If they are a test of President-elect Obama, then they are organized by people who have no idea who the US system works. Obama is not now the President and has no power to react at present. All he can do until 20 January is to speak. More likely, the Mumbai attacks are an expression of the Kashmir conflict and have little or nothing to do with the US election cycle.
