Your basic vampire is actually quite a simple being - capable of stealing life-form and not much else. Even the vampire fangs are not something that the neophyte vampire 'comes with' they have to be acquired. The same goes for all the supernatural abilities that most vampires are attributed with. They have to come by them by some other means than just being a vampire.
Count Dracula was a student of the academy of Scholomance in the Carpathian Mountains, overlooking the town of Sibiu (also known as Hermannstadt) and became proficient in alchemy and magic (Dracula Chapter 18 and Chapter 23). Therefore many of his shape-shifting abilities and power of hypnotism were not a direct consequence of his being a vampire.

For some vampires it could be rage, and that rage could be turned into them wanting to either kill everybody and drain their blood or to turn everybody in vampires, like a huge vampire army or something, and other vampires want to turn into humans again, so their outlook on life would be sorrow.

No, has to be life-force. If vampires could just feed off of electricity there would be Godzilla sized vampires all over the place.
