advise is to give advice as to a course of action one should take; counsel suggest can apply to any situation in which you give an idea. I could suggest what shirt you would buy, or I could suggest which store to buy it at. Advise could be used for that I guess, but it's more commonly used in other instances. I would advise you to do something that I think would help you. I could advise you to befriend someone.

I'm pretty sure a retired police officer can not search you for weapons (frisk you) and if they did then they could be charged with impersonating a cop. If that person that is frisked is under the age of 18 then the retired cop could be put on the sex offenders list.
