I'm pretty sure a retired police officer can not search you for weapons (frisk you) and if they did then they could be charged with impersonating a cop. If that person that is frisked is under the age of 18 then the retired cop could be put on the sex offenders list.

In that case they should only be ""Frisking"" you for their own safety to make sure you do not have a weapon that can be used against them. If do they happen to feel a pound of weed on you during a stop and frisk then they have Probable cause to search and seize you and the evidence. :)
