I'm pretty sure a retired police officer can not search you for weapons (frisk you) and if they did then they could be charged with impersonating a cop. If that person that is frisked is under the age of 18 then the retired cop could be put on the sex offenders list.

If its out in the open and you can clearly see it, there are no restrictions on unconcealed weapons not involving a gun (you need a license for that). If it is found in your pockets, or pants, or shoe, or anywhere the cop has to look for it, it is a concealed weapon and depending on the cop, it is taken away or they will take you to jail. depending on what state you live in, depends on how long you'll be there.
