In case of emergencies, it is much easier and more efficient to contact family this way. Phones could also be used for scheduling purposes, so the school offices aren't bothered. Or, if there was a family emergency and somehow they couldn't reach you through the school, then a cell phone would be handy.
If the girl ran away for a good reason, the police shouldn't bring her to her family. Plus she's at her friend's, no need to worry. well. if you didnt have a good reason and your parents are pissed the law will always decide with your parents unless their abusive or neglective to your needs!!
