If you have the tools and the knowledge, yes
I have found the answer on my own and decided to post it here for future reference. Chevrolet on this model has a "liftetime" fuel filter which is built into the fuel pump located in the gas tank. So in order to change the filter the whole fuel pump must be changed.
the fuel filter is most likely on the fuel pump inside of the gas tank i own a 2001 sebring and that's where its located
After much searching of my own, i believe the fuel filter on a Series 2 is a non-serviceable item. The filter is actually part of the fuel pump and therefore should only be changed when the pump needs changing. I would still check with my local LR Dealer though.
The fuel filter is in the pump that is in the fuel tank. I know this because I own a 2006 Stratus and have just purchased a fuel pump assembly. The assembly contains the pump, filter, and fuel level float and sending unit. AIRTEX part #: E7167M.
I own the car, but need to change fuel pump, do I have to drop the fuel tank, or is there an inspection plate, so that it could be reached from either the trunk or back seat, or is it in the rear of the fuel tank
No, there is no access hole for the fuel pump on a 1989 Chevrolet Celebrity. To change the fuel pump or replace the filter "sock" it is necessary to drop the fuel tank out of the car. I have been tempted to make my own access hole but never have.
fuel filter is located in the fuel line under the right rear of the vehicle, next to the fuel tank. It costs between $10 and $15 to purchase and replace on your own.

Need to check the EGR Valve. How about the FUEL FILTER is it clean ?
Well first you need to drain your fuel tank because the fuel pump is in there. then you have to drop the tank to access the pump inside. its no easy job and best left to professonals. you should however be able to change the fuel filter on your own. good luck!
the fuel injected vehicles have the fuel filter on the inside of the gas tank you need to depressurize the fuel tank and drop the tank to get to it .......not an easy process to be doing outside of a shop unfortunately i would not suggest someone take it upon themselves to try on their own its one of those you gotta take in to a shop to fix things..... There is no more than what you might call a screen over the fuel pickup in the tank to prevent picking up rust and other contaminants that may have gotten into the tank. You could call this the primary filter. I would say that the regular fuel filter (the one that you or I could change) is somewhere along the frame under the van. Follow the fuel line from the tank or from the throttle body. It should look like a canister maybe about 2 - 2.5" in diameter and maybe 3-3.5" long. See this site for an idea as to what it looks like: http://www.drivewire.com/products/plymouth-voyager/fuel-filter/2408/
