no you cannot do PhD(computer science) after BE(cs). For PhD, the basic requirement is that candidate must be a post graduate. Whether the candidate has done m.sc/m.tech/mca/me(cs), but he must be a post graduate to appear for PhD(cs).

There are two ways to do PhD, one if on-campus and other is off-campus. In on-campus you must fulfilled all the criteria specified by the university like candidate must be post grad, grad with some fixed % in both. But in case of OFF-campus, candidate must fulfilled all the prerequisites with that must have some years of work experience.
