You could, but due to Venus having an extremely strong gravitational pull, it would be destroyed upon impact. Venus is also very hot on the surface as well.
The Rover does not have that technology. It is their to take photos and send back results of tests.
NASA never send a rover to Saturn, because there is no solid landing surface. However, NASA did send the Galileo and Cassini-Huygens probes to Saturn.
