How much money is a big chunk of limestone worth?

Limestone is not a valuable material, I'm afraid. If your "big chunk" is big enough to start a mine, and there's high demand for building material or crushed stone in your area, you could be in the money. Talk to stone masons, garden supply centres, or local quarries to determine the going price per ton in your area.

What could happen to the cost of building a house if the quarrying of limestone was reduced?

Theoretically, the cost of building a home would increase if limestone mining was reduced because limestone is a primary component in the manufacture of cement, which is used in concrete from which things like foundations are built, so the price of cement should increase. Limestone is also used for crushed stone for as well as other products in the manufacture of a home.
