They sure can. We use to put a leash on our cat when we took her on a trip and walked her just like a dog.
some cats dont mind the leash, some do, you can leash train a cat, it takes time and patience, my cat is leash trained, i did it out of love for him, it keeps him safe, and he does not mind walking with it
You could try, But she/he probably wouldn't like it and would refuse to move. Good luck! Yes. But do not use a choker chain or a regular collar. Their throats are too delicate for a choker chain and the collars will just come right off. Use a harness and leash. And it will take a while for it to get used to it. If you cat is a more nervous cat, you should put only the harness on for short periods of time each day, making them longer gradually, until the cat is used to it. Then attach the leash and repeat. Then you can take the cat out. Some cats take right to it, however, and need no training.
