Definitely not recommended! If it is a hard leather with almost a waxy finish the turps will buckle the material and fade it, and soft leather will probably disintergrate. I've found (after leaving motorcycle leathers in the garage) that paint on leather is a killer. I found that by scratching off most of the paint with a new toothbrush and applying baby shampoo over night (just wipe of with wam water) will help lift most if not all paint off and if that fails apply a mild sugar soap (available from most hardware stores) will get the toughest of stains off but causes mild fading. You can remove melamine paint from a water proof jacket by applying mineral spirits to a rag and then scrubbing the jacket vigorously. If required, you can also use a scrubbing brush to remove dried in paint. Wash the jacket as per the instructions on the care label.

A brush with dish soap on it should be able to get most of it off if you do it soon after painting. If you have a leather cleaner that has a petroleum base, that may do a good job. A fine sandpaper may also work as a last resort.
Powder Paint is a paint powder. In the research that I have researched just now. I believe that you can get rid of it by adding water and baking soda onto the Powder Paint because baking soda is a good substance to destroy objects that are stuck onto leather and other.

It depends on the type of paint. Some will just peel off, other types may require a little persuasion. You can probably use acetone or laquer thinner for most paints, but as with all strong chemicals, test it in an inconspicuous place. Buy a kit that mends leather, it contains a certain type of glue that you have to use, and follow the instructions. you should be able to buy this kit either online or at a leather store.
You can remove latex paint with denatured alcohol. (You should be able to find it in a hardware store.) I do not know how denatured alcohol would react on cowhide. I would suggest testing a very small spot to check the results before proceeding with paint removal.
