Minor technical point: Disneyland isn't in LA, it's in Anaheim, about 25 miles to the southeast of LA.
That said ... Anna and Elsa do appear on floats in some of the Disneyland parades, and it's at least theoretically possible that they COULD appear in the park just walking around, though I can't recall ever seeing them there (though since I'm not an eight year old girl, I can't say that I've specifically been looking for them). However, your odds are considerably better in Disney California Adventure park, which is a separate park from Disneyland (though it's only about 100 yards away). There's a scheduled Meet & Greet event for them there, as well as Frozen Live, a stage show based on the movie.
