Your nails can help scratch all of the dry and brittle scalp pieces off. But is you are worried that taking off all the dry stuff is damaging your scalp, it won't. It is like your skin. If you get a very small paper cut or a bite, it will go away and and turn into your normal skin like it never happened. But while scratching your scalp DRY it will damage your hair. As when you wash your hair, it is moist and easy to handle. When your scalp is dry it can ruin your scalp and give you lice. But when you wash your hair and scratch all of that gross dry scalp pieces off, the water washes it all out still leaving it all moist so it wont damage or give you lice. Also, while washing all the soap and bubbles out of your hair, you should also use your nails on your scalp to make sure you got all of that extra dry and gross scalp out of your hair. But to make sure you really got it down, wash your hair twice! However, using a hairbrush vigorously will produce the same result, albeit without washing away the dry skin. But it will wash out next time you wash your hair.
