At the bottom of that line there will be a little island. That island will be uncharted and you will need to chart it yourself. On the island there will be some statues that you need to hit in the right order then go into the cave after the bridge has appeared and inside you will find the cyclone slate.

Later, if you want to go to the place where you saw the frog and it takes too long to sail there, you draw that symbol on the slate and your ship will be sucked up in a cyclone and "teleporting" to that location.
