Not exactly.

Dual core means there is two cores. Two processors.

Those two processors are both running at 1.6 GHz.

Both cores are taking loads, but only at 1.6 Ghz.

They aren't combined to make 3.2 GHz.

It's just two cores running at 1.6 GHz, each handling part of the

processing load.
