bad dimmer controll
You cannot use most fluorescent lights with a dimmer. Just about any incandescent bulb WILL work with a dimmer. Occasionally, when a halogen bulb burns out, it will destroy a dimmer switch but halogen bulbs are considered incandescent and other than that little problem they work well with a dimmer.
try replacing the dimmer switch they sometimes go bad and do not allow voltage to the lights
Old fluorescent light do not explode. It will go only dimmer and dimmer or sometimes flickering and flashing on/off when it is defective.
I've had some cars in the past with similar issues... The dimming dash lights upon braking turned out to be a weak battery. As the brake lights went on, it took power away from the dash lights. On another car, my dash lights would sometimes flicker. I found that the dimmer control was loose. Sometimes fiddling with that switch will help.
Your headlights may not dim because you don't have dimmer lights. Dimmer lights can blow and leave you with just the high beams.
move the dimmer back and forth and turn the parking lights on and off. sometimes the switch gets wierd.

Usually if your dash lights are out then your tail lights may also be out but sometimes that isn't the case. The headlight dimmer switch is usually the culprit but I would check fuses first
Check the light dimmer switch to see if the lights go dimmer or they stay at the same brightness. It sounds like the dimmer switch is either stuck or bad.
