Augustus
Augustus established the government called a principate. That is one in which one person (the princeps, the 'first man') had the dominant role and authority.
Augustus became the emperor or "princeps" by wining the last civil war of the republic. After Marc Antony's suicide there was no one left to challenge him for the power.
You could say it was Augustus who began the imperial system of governing, but he was very careful to keep up the appearances of the republic. Augustus was known as the "princeps" or first citizen, and this development was followed by Tiberius. After Tiberius, the one man rule was accepted as the norm. You could say it was Augustus who began the imperial system of governing, but he was very careful to keep up the appearances of the republic. He established a coalition of rule between himself as Pinceps (First Citizen) and the Senate, eliminating the popular assemblies. The Senate nominated successor princeps, however with the frontier provinces which contained the army under control of the Princeps, the Senate was constrained to appoint a Princeps' nominated successor. With the support of Augustus' wife Livia (who assassinated him to get him out of the way for her son) Tiberius was clearly the next, and other relatives followed.

Octavian accepted the title Augustus that could mean majestic one, or exalted one, or revered one. It was a new, unique title the senate gave him and could be translated in different honorable ways.
No. The word king was a nasty one to the Romans. Augustus was the"princeps" or "first citizen" of Rome. Over the years he has been designated as the first emperor,( although the Romans never had that title) but never a king.
