Check for a blown fuse.
If fuse is good remove blower and check for power at the blower motor plug using a multimeter or voltage tester. If power is available replace the blower motor. If power is not available you can do a running check by directly hooking up a 12 vdc power supply to the blower to see if it will even run.
If the blower runs, your problem is your most likely the fan speed control resistor which will need to be replaced or repaired.

No the head lights are designed different from 95-97 to 98-00.

Fully charged? Bad pressure switch on accumulator/drier? Blow fuse?
If it's stuck on defrost, the problem is most likely a small vacuum line near the rear of the engine by the firewall. Mine broke right at a junction.

Defective blower motor resistor module. this is true except if the control module is malfunctioning at which point the defrost goes to emergency mode in which the defrost will stay on permanently. My module will not power up and I need help with wiring schematics to find a bad ground or power wire
